Summary:Electronic government (e-government) has established itself as an effective mechanism for increasing government productivity and efficiency, serving as a key enabler of citizen-centric services. However, in a developing country like Nepal, its implementation is still a big challenge. The purpose of this research was to find out the opportunities offered by effectively implemented e-government system and the factors that act as its implementation barriers and challenges. This research deals with barriers such as IT infrastructure related issues, skill and knowledge of manpower, security related issues, financial issues, organizational issues, political and legal issues, social issues and so on, and try to find the ways that can minimize them for successful implementation of e-government system. Literature review based on this topic helped to formulate the appropriate research questions, based on which data were collected. Data was collected from two groups, first from the public and second from service providers so that perspective of both groups can be known. The data collected were analyzed through statistical tools and software for qualitative analysis. Conclusions and recommendation were drawn with the help of results obtained from data analysis and effective model of e-government implementation in Nepal was built.
