Description
Summary:Elections to provincial assemblies (sejmiki) in Poland are fraught with specific problems in ensuring a sufficient level of representativeness of all voters, understood as a fair and as proportional as possible representation of voters in an elected democratic body. Taking into account selected variables, such as the shape of the electoral roll or the size of the electoral districts, the authors of this paper decided to signal the negative features of the electoral system to propose a de lege ferenda solution aimed at introducing legal changes to increase the level of representativeness of the elections to the provincial assemblies. To this end, they carry out an institutional-legal analysis and a classical systemic analysis, proposing new legal solutions. This theoretical and practical approach enables the realization of the work’s aim by submitting the indicated problem for consideration, thereby undertaking the necessary scientific discussion, which is crucial due to the limitations mentioned above.
