Opportunities for overcoming the structural restrictions by the development of the import substitution in the production of investment equipment required in the main segments of the national economy are considered in this report. The financing restrictions are supposed to be negotiated by the means of the special purpose emission for prioritized investment projects in different segments of the national production, agriculture and housing construction. |
