Summary:Achieving the goals of socio-economic and spatial development of Russian cities and villages, overcoming the demographic crisis, and increasing the share of detached housing in total housing construction – all these require a review of the state urban planning policy in general and territorial planning methodology in particular. The article considers problems in the development of cities and villages associated with legislative omissions and methodological gaps, proposes the adoption of principles and criteria that set the ground for expanding settlement boundaries to enable the development of methodological foundations for improving current legal regulation of urban planning and land relations in the interests of the country’s population, and supporting rationale for changing the boundaries of settlements to enable agreement of proposed draft master plans.
