description The aim of the article is to further develop the theoretical frameworks of the conception of strategic management of enterprises by formulating scientific and methodological recommendations for creating and evaluating an enterprise’s strategy at all stages of its development and implementation, starting with defining the enterprise’s mission, establishing goals, and alternative development paths. To achieve the aim, a number of objectives were addressed: an analysis of the theoretical foundations of strategic management of enterprises was conducted; it was identified that strategy is a core component of strategic planning; a graph-mathematical model of enterprise strategy formation was developed in the form of a goal tree; a system of purposes and performance indicators demonstrating the degree of goal achievement was formulated; it was noted that the set goals define the type of enterprise strategy; the goals were structured; a goal tree (graph) for the development of the enterprise was constructed; a multi-criteria model of integral evaluation of the enterprise strategy has been proposed; as a criterion for evaluating the enterprise strategy, it is suggested to use a multi-criteria utility function. In graph theory, a goal tree represents a graph (or network) consisting of vertices (nodes) connected by arcs (edges). The vertices of the goal tree are depicted as circles, and the arcs are represented by straight or curved lines, each connecting two vertices. The vertices represent the goals, while the arcs represent the connections between them. Numerous variants of the goal tree can be constructed. For evaluating the enterprise strategy, 4 to 7 of the most significant criteria-indicators are selected, their values are determined at various stages of strategy development and implementation, and an integral indicator is calculated. This, in turn, allows for analyzing the dynamics of the strategy’s functioning, responding timely to changes, and making necessary decisions.
