500 0 |a Winds are invisible and yet they effect man and his environment in many different ways. Controlled, they provide cooling, power, a breath of fresh air, and recreation. Uncontrolled, like the devastating winds unleashed by hurricanes and typhoons, they destroy lives and property. Advances in science are increasing our knowledge of wind. We are learning, step by step, how to reduce suffering, loss of life, and destruction of property caused by high winds. In major metropolitan areas of the world, there are many high rise buildings. As a rule they have been carefully designed and built to withstand high winds. In these same cities however there are large numbers of low-rise buildings that are not properly designed to resist high winds. This is mainly due to a lack of building codes and enforcement. In Manila, for example, many old and low-rise buildings such as homes, schools and community centres need to be better designed and constructed. The same is true for buildings in rural areas where communities are usually difficult to reach with disaster assistance after a storm hits. This tape studies the development of improved design criteria for low-rise buildings in developing countries to better withstand the effects of extreme winds. The research project was conducted by the NBS Center for Building Technology and the computer-generated film was produced by the Engineering Department, Los Alamos Scientific Laboratory.
